About the Author
Irene S. Rubin is Professor Emeritus of Public Administration at Northern Illinois University. She is the author of Running in the Red: The Political Dynamics of Urban Fiscal Stress, Shrinking the Federal Government, Class Tax and Power: Municipal Budgeting in the United States, and Balancing the Federal Budget: Eating the Seed Corn or Trimming the Herds, all four of which rely extensively on qualitative interviews. She has written journal articles about citizen participation in local level government in Thailand, how universities adapt when their budgets are cut, and fights between legislative staffers and elected and appointed officials about unworkable policy proposals, all based on qualitative interviews. She is in the middle of an interviewing project about how local officials view and use contracts with the private sector and with other governmental units to provide public services.

This book should be a required reading for everyone in the public sector!

This book was great for the course we used it in and it is one of the few books I actually held on to after obtaining my Master's degree. Rubin utilizes a more realistic approach in teaching public budgeting by leveraging real life examples (both good and bad) to prove her point. I especially enjoy the "mini case studies". Let's face it case studies can be so incredibly really boring (and repetitive) after a while, but these mini case studies are only a paragraph or so long and give just enough information to allow students to actually sit and think about outcomes. I think more time should be spent discussing and analyzing the theme in case studies than should be spent reading them, so this method really agreed with me and my learning style. Overall, I really appreciated the honest, upfront approach this book took. I just wished we would have used it even more in my public budgeting class.

Great book!

Excellent book! The author explains the subject in a way that makes it easy to understand. She gives alot of examples and references. I recommend this book. If you are interested in this book for a college course; I recommend you purchase the book vs renting it. You will want to keep this book as a resource going forward.
